where can i find foam pipe insulation in Maryland, US?

Lowes, Home Depot or a pipe supply outlet. The one I am most familiar with is Armaflex.

If you mean that foam rubber insulation stuff for water pipes (1/2 inch and 3/4 inch), try any home improvement store.
